Monteith Steen steps in to undertake FM Role on Major PPP

On 1st February with the collapse of Operon, the FM provider to the Aberdeen 3Rs Schools project, Monteith Steen was asked to step in at a moments notice to protect the project from failing.

“We have been supporting NYOP since early 2009 through a period of instability arising from the banking collapse through to the refinancing of the project in July 2009.  Since then have been engaged in managing the SPV for the shareholders.

Overnight Operon went into administration and the project was left with no FM provider, no staff and no suppliers. It was a difficult situation, the only way that the project could continue was if we were to support NYOP by embedding some of our staff into the project.  We advised NYOP in the retention of Operon’s staff who effectively TUPE transferred to NYOP with no loss of service to the Council. The Senior Manager role, all procurement, accounting, HR and payroll, are now undertaken by Monteith Steen for the FM services delivered to the schools.”

This 3 month project is to compile Contract documentation for the provision of Facilities Management Services to a large blue chip organisation within Belfast City Centre.


The 2 phase project involves working within the client environment. Phase 1 of the project is to establish core data relating to the client estate to provide a background and annexes to the tender document. Phase 2 of the project involves reviewing the existing Services Contract with the project team, to reflect changes in the client’s processes, procedures and critical success factors  for developing a successful client contractor relationship.

Qualifications

  • Professional qualifications in either Building Surveying or Quantity Surveying

Essential Skills

  • Experienced in the development of Tender Documentation in a facilities management environment.
  • Excellent IT skills

New SPV Management Role for Monteith Steen

NEPTUNE PFI RUTHIN LIMITED have appointed Monteith Steen to manage their Ruthin project.

The project provides accommodation for up to 300 office staff, with facilities for Elected Members and houses the Register of Births, Marriages and Deaths. The scheme also accommodates voluntary bodies, such as the Citizens Advice Bureaux, from their previous location at the old Ruthin Town Hall complex. The Monteith Steen role involves managing the SPV in the delivery of its obligations to provide services to Denbighshire County Council, the shareholders and funders. The initial appointment is for 3 years.

Business case for Belfast

Monteith Steen have been appointed to update the business case for the Police Service of Northern Ireland’s prestigious new city centre headquarters building in central Belfast. The original full business case was developed by Monteith Steen to support an application for funding under stringent Green Book requirements. Monteith Steen acted as project manager in the procurement of the new facility under a design and build contract. Having developed the original risk matrix with over 200 defined risks, the construction project, now nearing completion of phase 1, remains on programme and on budget

Additional services delivered to NIPS

Monteith Steen’s commission to review how estates maintenance services are to be delivered into the future for the Northern Ireland Prison Service has been extended to provide additional services.  The estates maintenance review considered all aspects of delivering maintenance services including the procurement strategy and how services were to be packaged.  This bolt on service will provide procurement advice for procurement under European Procurement  rules.  The scope includes providing copy for the Project Notices, and a framework for the Contract Specifications.

Project Tracker for Property Budget Holders

In association with the Police Service of Northern Ireland, Monteith Steen has developed a Property Budget Holders management package for Project Sponsors and departmental heads.

The system which allows the PSNI Estates Services Business Unit to manage the budgets of over 500 projects on some 130 sites, matches their complex budgetary needs to manage 21 cost centres including Minor Works, Major Works, Forward Maintenance projects, micro works and more. Part of the specification was that the system would track project variations and at the same time be able to finance the project in whole or in part from different income streams.

Resource Planning for Project Sponsors

Quest Consulting, the software arm of Monteith Steen have been successful in gaining a contract for the development of a software system capable of managing 500+ construction projects at any one time.

The client specifications for this multi-user system requirements included

  • capability to measure: Business Case; vs Internal Budget; vs Anticipated; vs actual spend; and all measured against time
  • capability to record Certifications and Payments
  • capability of having multiple phases on a project nad those phases to have multiple work packages.
  • capablity for each work packages to be funded form differing cost centres
  • capability to manage total spend in year for each cost centre

The system is also capable of having an agent manage the data on a filtered set of projects allowing differing levels of authority.  One ancillary function is the ability to electronically tag files belonging to each project and for the system to act as a document management system.

Estates Strategy for Northern Ireland Prison Service

Monteith Steen has been commissioned to develop the Northern Ireland Prison Service's Estates Maintenance Strategy looking ahead until 2015.

With the predicted rise in prisoner numbers, and an estate that is forecast to grow, the NIPS is undertaking a review of its procurement of maintenance services and operational policies. The programme will review organisational structure, scalability, the skills matrix, and procurement of services.

The goal of the project is to provide a business case for the estates delivery strategy to inform the Board of Governors and Senior Management in the decision making process.  The business case will be developed under HM Treasury Green Book requirements.

Local Government

Dumfries and Galloway Council Central Services appointed Monteith Steen to undertake a feasibility project for benchmarking of a range of services. The feasibility study provided a cost benefit analysis, highlighting where the greatest benefit of concentrated effort would provide the quickest and/or biggest gains in an arena of ever tightening budgets.

 

Professional Procurement for NHS Lanarkshire

Monteith Steen has been appointed by Lanarkshire Health Board to project manage, run,
and coordinate the procurement of specialist Legal, Financial, and Technical Advisers for it's Picture of Health project.

Aberdeen 3Rs Schools Project

Alan Steen at Monteith Steen has been asked to step in to manage the SPV for Aberdeen's troubled 3Rs Schools programme.  The project hit difficulties with the banking crash and funder Landsbanki not being able to meet the project's funding requirements.  The role encompasses taking a leading role in achieving refinancing of the project which is due at the end of March.  Alan will also be co-ordinating the continuing, but reduced construction, along with ensuring that NYOP Education (Aberdeen) Ltd continues to meet its obligations.

Colin Peebles Joins Monteith Steen

Monteith Steen are pleased to welcome Colin Peebles to the team.

Colin has undertaken a number of roles with hands-on management responsibilities.  Has advised on a number of property and services related projects in the PPP environment and in traditional contracting.   His wide ranging business skills and experience has enabled him to undertake management systems control audit for a large public sector estate contracts, which has resulted in further commissions to streamline management practices.  He has provided advice in the in preparation of tender documents and managed the tender process for a flagship public building project.  In the services arena, he has participated in designing service benchmarking for local authority projects.

Contract Extension

Monteith Steen's role in the procurement of the PSNI’s £17m new DCU has been extended to take over the co-ordination, project management and  compilation of the output based technical specification for this city centre PPP project.

Northern Ireland's Department of Public Prosecutions Outsources Services to New Estate

The Department of Public Prosecutions in Northern Ireland has appointed Monteith Steen to develop an Estates Services Strategy for the current facilities with a view to procuring services for their expanding property portfolio.  The project involves putting in place short term measures for maintenance of their new state of the art headquarters building at Belfast Chambers, and the long term services solution for complete facilities Management.  The project also includes the production of contract documentation and project management of any subsequent tender competition for the 23 services involved.

Change Management in IT

Following on from previous successful projects, Monteith Steen has be engaged to map out the 4 year change management process for moving an entire division of a substantial corporate IT organisation to new facilities yet to be built on a greenfield site.  The project considers all appropriate corporate approvals, staff consultation, statutory approvals, building design and construction and the installation and migration of the corporate IT and communications systems, including relocation of the workforce.

12,000m2 Accommodation Options Appraisal

Monteith Steen have been successful in being awarded the contract for the development of an options appraisal for development of 12,000m2 of new office accommodation for a Northern Ireland Office Agency.

Largest Estates Outsourcing in Northern Ireland

Following on from the successful outcome of the Best Value Review undertaken in January of 2002, Monteith Steen has been appointed as Project Manager for the preparation of Contract Documents and running of the Tender for the Building Management of the entire 303,860m2 PSNI estate.

IT Premises Business Case

Monteith Steen has been appointed to undertake a feasibility study for the relocation of an IT an Communications department large corporate body.  The project involved the investigation of highly specialist communications migration, the appraisal of new build sites and disposal of old property, and the softer business and personnel issues.

Procurement Strategy for Dilapidation Survey

The Police Service of Northern Ireland has appointed Monteith Steen to provide Tender Strategy & Contract documentation for a Dilapidation (Condition)  Survey of their entire estate of some 303,860m2.

Northern Ireland Assembly

Monteith Steen has been appointed to analyse building services delivery at the Northern Ireland Assembly, undertake an options appraisal for future development of services, and develop contract documentation leading the client team through recognition of their Strategic Objectives, Critical Success Factors leading to production of Key Performance Indicators.

Estates Services Rationalisation

Monteith Steen has been awarded a Public Sector Contract to establish the outline business case for rationalisation of estates requiring process analysis, and options appraisal to enabling the client to deliver the services required by the customer in a more efficient and focussed manner.

PPP Contractual Dispute Case

Monteith Steen advises PPP Client £800,000 in disputed invoice case. Alan Steen has provided Technical and Commercial advice to prove the validity of SPV invoices. During the compilation of the case, Alan reviewed the 18 documents within the Agreement to provide fast-track flowcharts depicting the main structure and procedures contained in the contract documents.

The dispute had been going on for several months, and within 5 weeks we had cleared it up."

PSNI Project Management Appointment

Following on from successful completion of investment and property related projects, Monteith Steen has been appointed to project manage the change of use of a major facility for the Estates Services Business Unit of the police in NI. The project which is likely to last up to 4 years is due to start in late May.

HBG Diligence Retainer

HBG Projects has appretained Monteith Steen to provide contractual advice and project management services for their PFI infrastructure Unit. The appointment follows successful completion of a number of projects throughout 2001. Initially this term project will focus on diligence and contractual advice.

Borders Contract Extension

Following on from the Borders Primary Care NHS Trust PFI project at Hawick, the contract  has been extended for Monteith Steen to act as project manager through to completion of the procurement.
